RESOLUTION
Internet Explorer is required to download, install and run the sync configuration.
The following is required in IE:

Internet Explorer must be the default browser where the sync is running

Make sure Enhanced Security is disabled

Make sure Downloads are enabled in Internet Explorer Security settings.

Add the following to your Trusted Sites within Internet Explorer (Internet Options > Security > Select Trusted Sites then the Sites button to add the following):
http://anytimeservices.cloudapp.net
https://dataservices.anytimecollect.com
https://packages.anytimecollect.com
Enable downloads for IE

Internet Options > Security > Select Trusted Sites then click Custom level

Scroll down to downloads section

Enable downloads
