Added the ability to mark UDFs as "Allow Edit". With the marked UDFs could be edited in the client and without marked users can not.
How To:
1. Navigate to Site Options.
2. Click on the UDF Tab
3. Check or Uncheck the "Allow Edit"
4. Click Save
