From your Microsoft Outlook Web Client:
NOTE: For e-mails at @outlook.com, @hotmail.com, @live.com, or @msn.com., you can log in at 'https://outlook.com'. If you have an address at a custom domain, you will need to login into your company's webmail, e.g., 'https://mail.yourcompany.com'.

Login into the account you want to forward.

In the top right, click Settings

Click Options

From the sidebar menu, under the 'Accounts' heading, click Forwarding.

Select the Start Forwarding radio button.

Enter the email address
on the To line at the top of the window. -
If you want to keep a copy of all your messages in your Microsoft account, check the Keep a copy of forwarded messages box.

Click the Save button to start forwarding your messages.
